OLD LYME ZONING COMMISSION
MINUTES OF PUBLIC HEARING
Wednesday, October 13, 2004


The Old Lyme Zoning Commission held its Public Hearing on Wednesday, October 13, 2004 at 7:30 p.m. in the Auditorium of Memorial Town Hall.  Members present were Ted Kiritsis (Chairman), Tom Risom (Member, arrived at 7:37 p.m.), Howard Tooker (Alternate) and Steven Ames (Alternate).  Also present was Ann Brown, Zoning Enforcement Officer.

Chairman Kiritsis called the Public Hearing to order at 7:31 p.m.

1.      Site Plan/Special Exception Application to construct a dock, 14 Sands Drive, A. Paul and Linda D’Amato, applicants.

Chairman Kiritsis read the legal ad as published in the Main Street News on Thursday, September 30 and Thursday, October 7 and the Exhibit List for the record.

Gary Sharpe, Professional Engineer with McDonald-Sharpe Associates, was present to represent the applicants.  He explained that the property is located on the Lieutenant River, just south of I-95.  Mr. Sharpe stated that the proposal is to construct a fixed dock to a ramp with a 100 square foot floating dock.  He stated that the dock will extend 40 feet water-ward of the mean high water line and well clear of the navigational channel in the Lieutenant River.  Mr. Sharpe stated that the proposal has received DEP and US Corps of Engineers approval.  He noted that this particular application was made to the DEP and challenged by some one in South Windsor and it was withdrawn.  Mr. Sharpe stated that the challenge had to do with the materials being used to construct the dock as originally it was to be pressure-treated timber.  He explained that this particular individual felt that these materials were not good for the environment, so the D’Amato’s have agreed to use environmentally sensitive materials which are natural materials that are not treated or encapsulated pilings or things of that nature.  Mr. Sharpe stated that these materials will have the same look of pressure treated materials and will blend right in.

Mr. Sharpe stated that there is no proposal to have power on the dock, although it is possible that the applicants may want to have water on the dock.  

Tom Risom arrived at this time (7:37 p.m.)

No one present spoke in favor of or against the application.  Hearing no further comments, Chairman Kiritsis asked for a motion to close the hearing.

A motion was made by Howard Tooker, seconded by Tom Risom and voted unanimously to close the Public Hearing to the Site Plan/Special Exception Application to construct a dock, 14 Sands Drive, A. Paul and Linda D’Amato, applicants.


The Public Hearing adjourned at 7:39 p.m.
